Project Overview
The Town of Lake Luzerne is undertaking a comprehensive update of its Zoning Code, Official Zoning Map, and Subdivision Regulations, which is a priority action identified in the Town’s 2023 Comprehensive Plan. This project is funded through the New York State Department of State (DOS) Smart Growth Grant Program, supported by the State Environmental Protection Fund.
The update is being carried out with assistance from LaBella Associates, a planning and design firm with extensive experience working with municipalities across Upstate New York, including communities within and around the Adirondack Park. LaBella is joined by two Women-Owned Business Enterprise (WBE) partners: Clothier Planning & Consulting, supporting community engagement, and Amy Fitzgerald Planning, focusing on zoning code drafting.
Why This Project Matters
The Town’s current zoning code dates back to 1983 and is in need of modernization. This update will address inconsistencies between Town regulations and Adirondack Park Agency (APA) requirements, remove unnecessary barriers to commercial growth and housing development, and incorporate Smart Growth principles that promote sustainable, resilient, and attractive development in keeping with Lake Luzerne’s unique character.
What the Project Involves
Working with a Zoning Advisory Committee, the project team will analyze existing land use regulations, evaluate current development patterns and community conditions, research best practices, and draft updated zoning and subdivision regulations. The process will include a community tour, stakeholder interviews, and two public information sessions where residents will have the opportunity to learn about the project and share their input. A public hearing before the Town Board will be held prior to formal adoption.
How to Stay Involved
Community input is an essential part of this process. All public meetings will be announced on this website, along with project documents and draft materials as they become available. Residents are encouraged to participate and share their perspectives as the Town shapes regulations that will guide growth and development for years to come.
Reports & Documents
Local Regulations Assessment & Recommendations Report
This report takes stock of the Town’s existing zoning and subdivision regulations, examines current land use patterns, and identifies where the rules need to be updated, clarified, or modernized. It forms the starting point for drafting the Town’s new Zoning Code.
This project is being prepared with funding provided by the New York State Department of State Environmental Protection Fund.
